According to an update on AILA’s website, if you are requesting for withdrawal of an H-1B approved by Texas Service Center, the application should now be sent to the Vermont Service Center, and for the H1-Bs approved by the National Service Center, the request should be sent to the California Service Center.

Effective starting February 2007, U.S. Citizenship and Immigration Services (USCIS) will process cap exempt H-1B petitions at one centralized location – the California Service Center (CSC). USCIS will soon post special filing instructions to Form I-129 requiring all qualifying H-1B cap exempt petitions to be filed at the CSC.
